Despite serving approximately 20,000 people since its inception in 1992, Laguna Outreach for Community Arts (LOCA) shows no signs of slowing down or becoming staid in its programming. Instead, the arts organization continues to add to its roster new and innovative offerings for participants of all ages, from preschoolers to senior citizens.
